報告指出Fed違反機密文件處理原則

聯準會（Fed）內部查核報告指出，央行人員違反處理決策會議備忘錄的規範，提前將內容洩漏給金融機構。

2013年4月，花旗（Citigroup）、高盛（Goldman Sachs）及摩根大通（JPMorgan）等15家金融公司，比市場提早19個小時得知聯準會內部消息。聯準會事後聲稱消息走漏是場意外。

根據報告，3月的會議紀錄原訂美東時間4月10日14時公布，但Fed國會辦公室人員不小心提前一天以電子郵件形式寄發。事後Fed較預定時間提早5個小時，向外界公布備忘錄內容。

查核報告指出，Fed未充分訓練人員如何處理機密文件，且未適當限制人員處理文件權限。Fed官員史密斯及英格利斯表示，已調整聯邦公開市場操作委員會（FOMC）備忘錄等敏感文件的處理方式，並在聲明中說：「Fed相信已做的調整及改進，將強化內部資訊安全。」
