請問有什麼辦法可以強制臨路透天戶加入管委會?

家族的長輩在北部透天建案中購入一透天社區戶
這個社區的布局是方型基地,南北各一列臨路戶,
中間為社區戶(有大鐵門進出管制,有請24h警衛)

雖然當初合約中明確提及,臨路戶不加入管委會也不繳管理費
社區戶簽約購屋視同同意此條款

但社區戶對是相當反彈,認為,以社區整體營造與維護的觀念來說
臨路戶理應也加入管委會受管制,並且幫社區戶分擔管理費

而,此舉也能順便藉由管委會的法律約束力
來管制臨路戶店面的經營型,比如說臨路戶店家販賣的東西,
價格,都必須由管委會通過才准以實施

請問目前有什麼方法能強制讓臨路戶納入管委會管制嗎?
