公用電費莫名其妙的貴-新成屋

最近我在台中買了一間新成屋，在嶺東那邊的一個新的建案

因為裝潢還沒好，所以目前還沒搬進去住

理所當然一些基本費用還是得繳

但是當我拿到電費帳單時，我著實嚇到了...

個人用電費用：88(因為還沒進去住)
公用電費：1088

我以前也住過大樓，但公用電費每期也差不多2、300，最多4、500......

不至於到1000阿~~

而且重點在於，由於房子剛完工交屋沒多久，裡面大概目前才住了一半左右的人
等於是有一半是空的，沒人在使用『公共設施』

不同的用量，同樣的人平均分攤，結果要1000
等大家都入住後
更多的用量，還是同樣的人平均分攤，不就更高2000了??

請問這種狀況該怎麼處理跟解決啊? 這是正常的嗎?

到底是哪裡出了問題?
