油價跌 彭淮南：對世界經濟利大於弊

央行總裁彭淮南今天表示，油價大跌衝擊俄羅斯經濟，但我對俄羅斯曝險有限，兩國貿易量也相當小；國際油價下跌，雖對產油國不利，但消費者省下油錢，會用於非石油消費，對全世界經濟成長「利大於弊」。（黃悅嬌報導）

國際油價崩跌，重創俄羅斯經濟，股匯齊跌，外界關切是否引發金融風暴？央行總裁彭淮南表示，台俄之間貿易額非常小，雙邊貿易額僅占整體的0.86%；金管會統計，國銀對俄羅斯曝險僅新台幣307億元，也相當低。油價下跌，對石油輸出國不利，但對全球經濟「利大於弊」『油價，是利大於幣，等於減稅一樣，油跌，你買油以外，對油需求量增加一點，無論如何，你開車每個月省下油錢會去買別的東西。一定會增加非石油消費，對全世界經濟有成長。』

彭淮南說明，本次油價下跌，主要是阿拉伯等OPEC產油國不願減產，擔心一減產，市場將遭頁岩油業者拿走，希望讓油價跌至開採成本以下，逼迫頁岩油業者不再開採退出市場。根據IEA預測，明年國際原油仍將供過於求。
