美國國防部5月31日向國會遞交F-35「聯合打擊戰機」(JSF)初期作戰能力期程進度，F-35將於2015年12月正式加入陸戰隊作戰序列，2016年12月將加入空軍服役，海軍的F-35則預計2019年2月才會形成戰力。
根據美國國防部發布的新聞稿表示，F-35機隊數量必須足夠，並擁有經完善訓練且裝備妥善的空地勤人員，才能達成初期作戰能力(Initial Operational Capability，IOC)，讓各軍種建立因應不同任務屬性的作戰中隊。
各軍種的飛行中隊規模不一，陸戰隊與海軍中隊編制10架F-35，空軍則是12架。不過，由於可最大限度發揮武器等的性能的最新軟體的開發要到2017年8月才能完成，所以2017年前署的空軍機型和海軍陸戰隊機型可能暫時只安裝低性能軟體。
事實上，正因為軟體開發問題的影響，F-35的研發工作大為落後。美軍過去一直未能公布具體部署時程，讓其他F-35採購國擔憂。如今，IOC公布讓各國鬆了一口氣。
日本航空自衛隊也將採購42架F-35作為下一代主力戰機，日本防衛省爭取與美國保持同步於2016年度內引進4架F-35。日本航空自衛隊考慮先引進安裝低性能軟體的F-35，直到最新軟體完成開發後，再重新安裝軟體。
